CARM has fully reshaped how commercial goods are imported into Canada, introducing a centralized digital portal and new compliance requirements for all importers.

CARM Highlights
The CARM Client Portal (CCP) is the mandatory interface, allowing importers and their representatives to manage their accounts, apply for permits and licenses, and make payments online. This portal aims to streamline operations and improve efficiency in customs processing.
The system will offer real-time access to importation data and financial transactions, enhancing transparency and providing importers with up-to-date information on their shipments and accounts.
Importers will have greater control over their customs activities, with options to classify goods, calculate duties and taxes, and submit corrections or adjustments through the CARM Client Portal.

Delegate Access to Clearit
In order for your customs broker to continue servicing your import needs, you’ll need to grant them access once they submit the request. You can follow the on-screen instructions in the CARM portal to complete the delegation process.
Obtain a bond
Under CARM, importers can no longer rely on their customs broker’s security and must maintain their own bond with CBSA. Prior to the transition, only paper bonds were available—often slow and cumbersome to activate.
In Short: Importers who completed their CARM registration on time were given a grace period to secure their own customs bond. Personal importers may still use Clearit’s bond for a nominal fee during the remaining transition window, but a dedicated bond must be obtained to avoid future clearance delays.
